Should we open up to Cuba?

I constantly go back and forth on this issue but it is a big deal here in "New Cuba" a.k.a. Florida. The fact is, within 10 years, both Castro brothers will be dead. There will be a new government in Cuba. There will likely be 2 major players in the fight to decide Cuba's fate. They will be the U.S and Venezuela. And why does Cuba matter so much, the biggest issue can be summed up in 3 words. LIGHT SWEET CRUDE
Venezuela is a major exporter of oil but it is the "Heavy Crude" type that is very expensive to refine. If Chavez got access to the drilling rights off the shores of Cuba, he could basically dominate the world oil markets. Florida is full of Cubans who came here, started at the bottom, worked their way up, and now are living the "American Dream." They own practically every business in Miami and have the resources and the desire to take our way of life home to their families and friends. They would make it tourism heaven and they want more offshore drilling. Unlike our other immigrant groups, they understand communism well and tend to be very conservative. I am leaning toward the idea that this is an opportunity similar to the fall of the Soviet Union when Reagan opened us up to a unified Germany, Poland and the Eastern Europeans, and also when Nixon opened us up to China. The Chinese aren't exactly free but are far better off than 30 years ago.
When the Castro regime ends, there will be a power vacuum to fill. When that happens, we can be in one of two positions. On the outside looking in, or be in there with the money and resources to keep Chavez out. Where would you rather us be?
